MCMS are on the lookout for an experienced Electronic Security Design Engineer to join our team. We are looking for an experienced Security Engineer or Design Engineer who can assist with the estimation and design of security systems. The role will focus on the conceptual and detailed design of complex and often sophisticated security systems, including but not limited to the following: access control and CCTV. A knowledge and understanding of counter terrorism and hostile vehicle mitigation is required in order to fulfil you role.

Job Purpose / Overview

This role is responsible for developing and implementing site personnel security arrangements at the SZC site inclusive of the Main Construction Area (MCA), Temporary Construction Area (TCA), Ancillary Construction Area (ACA) and Associated Developments (ADs).  The role will lead the development of Personnel Security requirements, pre-employment checks and vetting integrated within Project onboarding capability.  This includes establishment of Site Vetting Unit and Access Control capability paired with onboarding requirements.    The role will deliver site Personnel security arrangements and assure that supply chain construction partners meet their Personnel security contractual obligations in line with regulatory requirements including Licence Condition 2 (LC2).  The role is responsible for maintaining Personnel Security documentation and procedures in the Construction Site Security Plan (CSSP).  The Personnel Security Lead will also be responsible for developing, reviewing and amending policies and procedures that underpin strategy within their work area.

 

Contextual Information

Operating Environment

·      The SZC project will be the largest infrastructure project in Europe following HPC.  The provision of site security services will be dynamic and fast paced, with only key deliverables appearing on an integrated work schedule.  This is due to the emerging nature of unplanned works that are created to support activities such as: engineering; technical quality assurance; civil construction; mechanical, electrical, heating, ventilation and air conditioning (MEH); logistics; facilities management; and utilities provision – and the ever-changing site operations services. The ability to develop, re-prioritise and evolve the security service is a key deliverable in those circumstances.

·      Rapid mobilisation of the SZC Site Security Team within Site Operations is required with an immediate focus on supporting Project onboarding, establishing the Security Service Provider (SSP) and Security Infrastructure Provider (SIP), interaction with construction suppliers, supporting contractor mobilisation to site, security operations and defining security infrastructure requirements for site enabling works and construction design.

·      A critical challenge to the Site Vetting Unit, Access Control, Central Vetting Service and onboarding teams will be the scale of processing at Financial Investment Decision (FID) and at successive phases in the Integrated Works Schedule (IWS) where large cohorts of workforce arrive in one packet.  SZC security will seek to mitigate this by seeking ONR (CNSS) permission to adopt the Limited Access Managed Service Worker (LAMS) model which was brokered by HPC project under ONR’s Security Assessment Principles.  This will be paired with a workforce management system and the contractual obligation for delivery partners to use the same system and an approved Service Screening Company (SSC).

·      Close working relationships with the SZC onboarding teams and EDF Technical Client Organisation Central Vetting Service, which will be a key resource and important relationship for delivery of effective and efficient Personnel Security throughout the Project lifecycle.

Framework & Boundaries

·      To implement the SZC Construction Site Security Strategy for the SZC Site and ADs.

·      Intelligently replicate successful security arrangements, procedures and processes from HPC Project including the Security Management Review (SMR) process.

·      Ensuring that the SZC Site and Associated Development security standards are defined and maintained to achieve compliance with regulator expectations, company and local policies.

·      SZC Site Security is a stand-alone client owned function reporting to the Site Operations Programme lead, that brings together personnel, physical, technical, information and cyber security arrangements.  Due the regulatory responsibility that lies with the role, the SZC Site Security Manager has dotted line reporting to the Construction Site Director. 

·      Working closely with Site Operations and various construction focussed multi-disciplined delivery teams (MDTs), SZC Site Security will use available information to assess adversarial threats to deliver risk-proportionate and cost-efficient security arrangements that enables construction works to progress.

·      Working in partnership with SZC Safety, Security and Assurance Directorate, EDF Technical Client Organisation and AD teams to implement policies and strategies to achieve business objectives.

·       The SZC site is not yet a Designated Site —as defined within the Serious and Organised Crime Act 2005 (SOCPA 05) — and a Nuclear Site Licence application is in process.  SZC Site Security must remain cognisant of the need to collaborate with numerous stakeholders, engage with the security specialists within the contracted guard force, and requires day-to-day interface with Suffolk Constabulary. 

 

Principal Accountabilities

·      Specifies Project personnel security and Aftercare contractual requirements for site based SZC workforce, contractors and supply chain

·      Implements Personnel security standards, regime and methodology and specifies requirements within Integrated Management System (IMS) procedures including those for the onboarding team, Delivery Partners, Site Vetting Unit (SVU) and Access Control to work from

·      Implements the NNB Gen Co (SZC) Personnel Security Vulnerability Risk Assessment[1]

·      Specifies Personnel Security workforce management system and Visitor Management System (VMS[2]) requirements for business architecture development

·      Specifies requirement for Identity Document verification (IDScan) at all Site Vetting Unit and Access Control to Site Security Infrastructure lead.

·      Develops and manages the Site Vetting Unit (SVU) and forecasts requirement in line with onboarding demand

·      Drives the Site Vetting Unit to deliver onboarding and Aftercare (Ongoing Personnel Security)

·      Develops and manages the Access Control requirement in consultation with the Security Operations Manager and in line with site onboarding demand

·      1st line audit and assurance – particularly identity verification and Personnel Security (Aftercare) for SZC and delivery partners

·      Forecasts the requirement for TCO Central Vetting Services

·      Specifies interpretation of standards and confirms the requirement for new or changed regulations relating to Personnel Security

·      Maintenance of the Personnel Security risk register

·      Responsible for Personnel security arrangements supporting Licence Condition 2 (LC2)

·      Responsible for Personnel security arrangements supporting the Construction Site Security Plan (CSSP)

·      Attends the SZC Personnel Security Review Panel (PSRP)[3] for Project caveat management

·      Represents the interests of SZC during CPNI, NCSC and other relevant stakeholder engagement

·      Responsible for regulatory engagement for Personnel Security topic for the Construction site

·      Provides subject matter expert advice to NNB Gen Co (SZC) site on all Personnel Security matters

·      Develops and leads the Personnel Security Site Community of Practice (engagement with site based workforce and delivery partners

·      Liaises with Site Ops Community Safety Officer to provide mitigation to police and council workforce and community safety and security concerns

·      Develop and embed security culture as part of Project culture    

Dimensions

·      To build and manage site vetting units and access control teams – mobilised through the Security Services Provider Contract and in line with Project onboarding requirements.

·      To act as the client for all contracted services within the terms of the relevant contracts.

·      Standardise the security arrangements across SZC site and Associated Developments.

·      Provides resilience to the Site Cyber Security and Information Assurance Lead.

Knowledge & Skills

Qualifications & Experience

 

·      2 yrs + recent and in-depth experience in delivering a Personnel Security management role.

·      In addition to the above 3 yrs + in a relevant security role.

·      Experience in the nuclear or regulated industry is highly desirable.

·      Relevant degree or an appropriate equivalent qualification, or experience.

·      Experience of managing third party contractors, in particular Personnel Security performance management is desirable.

·      Experience of Centre for the Protection of National Infrastructure (CPNI) methodologies, highly desirable.

·      Experience of developing / writing security documents including Security Plans, policies, procedures and operational requirements would be highly desirable.

·      Experience of information security and/or cyber security and information assurance is highly desirable.

·      Experience of government HMG Security Policy Framework (SPF) and information classification and handling is highly desirable.

·      Experience of embedding and maintaining a security culture in a dynamic construction working environment is highly desirable.

·      Experience of construction site security is desirable.

·      A recent IOSH accreditation (or equivalent) is desirable.

·      The post holder must currently hold or be able to achieve NSV SC.
